Education is the single greatest lever for economic transformation.

As one of Southeast Asia’s youngest nations, Timor-Leste stands at a defining
crossroads. Shaped by decades of conflict, yet resolutely forward-looking — its recent
accession to ASEAN and the WTO signals a clear ambition to engage, compete, and
grow on the global stage.
But ambition must be matched with investment. And that investment must begin in the
classroom.

The Challenge

Today, learning outcomes in Timor-Leste remain the lowest in the region. The gap between potential and reality is wide — but opportunities do exist to bridge it. By putting education first, the government is positioning Timor-Leste as a fertile ground for evidence-informed, localized investment that drives long-term human development.

The Education Collective in Timor-Leste (powered by =DREAMS Asia and Octava Foundation) commissioned a rigorous assessment of the education landscape. Findings were validated through direct consultation with government officials and key stakeholders in-country — ensuring our priorities reflect both the evidence and the realities on the ground.

Three Priority Areas for System Transformation

The Collective shall focus on the following areas where the impact is greatest:

1. Foundational Learning — Strengthening literacy, numeracy, multilingual education,
and early childhood models that build the base for lifelong learning

2. School Leadership & Teacher Development — Building educator and leadership
capacity across all levels of the system

3. School Infrastructure — Delivering safe, standardized, sustainable construction that
is adaptable to local contexts
